Full report of a study conducted by the Virginia Health Care Foundation (VHCF), in partnership with the Virginia Department of Medical Assistance Services (DMAS), has found that the new requirements have had a much broader impact than expected, adversely affecting thousands of citizen children since implementation in July 2006.
